Security Department Overview

The Friends University security department is led by a Director of Security and staffed with both full-time and part-time armed security officers. The department is fully authorized to enforce University policies and campus laws and adheres to reporting standards set by the Kansas Bureau of Investigation. In partnership with the Wichita Police Department and other local law enforcement agencies, Friends University Security provides a coordinated, responsive approach to campus safety.

Falcon Alert Emergency Notification System

The Falcon Alert Emergency Notification system is designed to promptly inform the Friends University community in the event of severe weather or a critical incident emergency. This system is dedicated to ensuring that essential information reaches students, faculty, and staff to protect health and safety or to announce campus or education center closures.

How Your Information is Used

Your contact information is only used for emergencies that may impact the Friends University community. It will not be shared with outside parties or used for general University communications or announcements.

Reporting a Crime or Emergency

Friends University encourages the prompt and accurate reporting of all criminal actions, emergencies, and incidents occurring on campus, University-owned property, or nearby public property. Reporting is encouraged even if a victim chooses not to file or cannot file a formal report.

Reporting Steps

  • Emergency Contacts:

    • 9-1-1 for immediate emergencies.
    • Friends University Security (24/7): 316-295-5911.
  • Primary Responders: While trained armed security officers from Friends University will respond to on-campus situations, local law enforcement is the primary responder for criminal incidents or cases involving imminent danger.

  • Campus Security Authorities: Students, staff, and visitors may report incidents to any campus security authority. University staff are available to assist in making police reports as needed.

  • Student Ally App (Available by 2025): The Student Ally app allows users to report criminal or suspicious activity directly to the Friends University Department of Security. Reports can be submitted anonymously or with identification, and students and staff receive annual training on using this app.

Confidential Reporting

Friends University respects victims’ confidentiality. Only those who need to know for investigation, assistance, or disciplinary purposes will have access to the victim’s identity.

  • Title IX and Non-Title IX Discrimination: University employees (other than confidential resources) must report conduct that may involve dating violence, domestic violence, sexual assault, stalking, or other forms of misconduct to the Title IX or Non-Discrimination Coordinator.

  • Victim’s Option for Confidential Reporting: Victims who prefer not to engage in the University or criminal justice disciplinary processes are encouraged to make a confidential report. Although not anonymous, this report will enable the University to:

    • Track incident patterns,
    • Maintain accurate crime statistics and
    • Inform the community of potential dangers while respecting the victim’s privacy.
  • Counseling Support: The University encourages its professional counselors and Marriage and Family Therapy (MFT) students (when appropriate) to inform individuals of the option to report crimes confidentially. The campus ministry team, offering pastoral counseling, also supports voluntary and confidential reporting of crimes.

This system ensures a safe campus environment, proactive crime prevention, and support for the Friends University community.

Reporting Injuries on Campus

If you witness or experience an injury on campus, please follow these steps to ensure a prompt response:

  1. Call 9-1-1 immediately if emergency medical attention is required.
  2. Provide Location and Details: Clearly state the exact location and describe the circumstances surrounding the injury.
  3. Notify Campus Security: Call 316-295-5911. Security officers will respond to assist and coordinate with emergency responders as needed.

Reporting Suspicious Persons or Objects

To help maintain campus safety, follow these guidelines if you encounter a suspicious person or object:

  1. Report Suspicious Behavior: If you notice someone acting suspiciously on or around campus, call Campus Security at 316-295-5911. Observe and, if safe, note their appearance, clothing, vehicle details, and activities to provide helpful information to security and police.

  2. Report Suspicious Objects: If you discover a strange or suspicious object, do not touch or handle it. Instead, notify Campus Security immediately.

  3. Security Response: Campus security will assess the situation and, if needed, contact appropriate agencies for further action. In cases involving potentially dangerous objects, security may evacuate the building or area until the object has been identified as safe or removed.

Your cooperation in reporting and adhering to these safety protocols helps ensure the security of the entire campus community.


Traffic and Parking on Campus

Friends University enforces specific vehicle parking and traffic guidelines to maintain a safe and organized campus environment. These guidelines help ensure that all students, employees, and visitors follow the necessary protocols to keep our campus accessible and secure.

General Parking Rules

  • Parking Lot Access: Campus parking lots are reserved for vehicles with official university business. Any issues with improper parking or driving should be reported to Campus Security.
  • Parking Lot F: This lot is designated exclusively for faculty and staff. Student parking is strictly prohibited in this area.
  • Enforcement: Security officers regularly patrol parking areas, issuing tickets for any violations of university parking regulations.
  • Fines: Parking fines can be paid at the cashier’s counter in Sumpter Hall. Unpaid fines may lead to grade holds or other administrative actions, and habitual violations could result in the vehicle’s towing.
  • Handicap and Fire Lane Violations: The Wichita Police Traffic Section may issue tickets for violations in handicapped spaces, fire lanes, and public streets around campus. Tickets issued by the police must be paid or contested at City Hall.

Mandatory Parking Sticker Program

Friends University requires a mandatory parking sticker for all employees and students who park on campus as part of our commitment to safety and organization.

  1. Registration:
    • Complete the online Registration Form to receive your parking sticker.
    • Deadline: Submit your registration by August 23, 2024.
  2. Sticker Collection:
    • After completing registration, pick up your parking sticker from the Casado Campus Center (CCC). Visit the student worker’s desk in the basement and bring your friend’s University ID as proof of identity.
    • Placement: Place the parking sticker on the back window of your vehicle.
  3. Display Requirements:
    • Only vehicles with a valid parking sticker may park in designated campus parking areas. Ensure the sticker is always clearly visible on your vehicle. Failure to display a valid sticker may result in parking violations and penalties.
  4. Parking Zones and Restricted Areas:
    • Parking Lot F: Designated for faculty and staff only. Students are prohibited from parking here.
    • Students and guests should avoid entering these restricted areas to prevent receiving tickets.

Traffic & Parking Regulations

  1. Vehicle Compliance: All vehicles must be insured and registered per Kansas law, and drivers must hold a valid driver’s license.
  2. Speed Limit: The limit is 15 mph in all campus parking lots and roadways unless otherwise posted.
  3. Overnight Parking: Unauthorized overnight parking is prohibited. Only on-campus residents are allowed to park overnight. If overnight parking is necessary, inform the Security Department at 316-239-5911.
  4. Prohibited Parking Actions & Fines:
    • Handicapped Parking: $30
    • Fire Lane Violation: $20
    • Parking in Employee Spaces: $15
    • Blocking Sidewalks, Drives, or Entry Points: $10–$15
    • Not Displaying Valid Sticker: $10
    • Other violations may include littering, obstructing traffic, unauthorized disposal, and excessive noise, and fines range from $10 to $50.

Towing Policy

Cars may be towed or immobilized if:

  • Parked in a No Parking, Fire Lane, or Tow-away Zone
  • The driver has three or more unpaid parking fines
  • Vehicle blocks emergency access, is abandoned, or displays illegal registration

Campus Access and Safety Regulations

The Friends University Wichita campus covers approximately 50 acres and includes 13 major buildings, all of which comply with fire, safety, and other relevant laws and ordinances. Access to campus property and facilities is restricted to employees, students, and those with legitimate business purposes. Trespassing and solicitation are strictly prohibited.

Key Access Restrictions

  • Authorized Personnel Only: Only Friends University employees, students, and approved visitors are permitted on campus property.
  • Facility Access: Access to campus facilities is based on necessity, with additional permissions required for some buildings.
  • After-Hours Restrictions: Certain buildings have restricted hours, and entry after these times is limited to authorized personnel only.

Residence Halls

Friends University provides a range of residence facilities, including Green Residence Hall, Friends Village, Falcon Flats, Smith Apartments, and Falcon Glenn.

Access and Security

  • Authorized Access Only: Access to residence buildings is limited to authorized employees, residents, and their invited guests.
  • Visitor Guidelines: Specific visitor guidelines are outlined in the Residence Handbooks to ensure a secure and welcoming environment for all residents.

Athletic Facilities

Access to Friends University athletic facilities is restricted to:

  • Paying customers
  • University staff and faculty
  • Students with valid Friends University ID cards

This policy helps maintain a secure and enjoyable environment for all authorized users.

Other Buildings

Most campus buildings are open from 7 a.m. to 10 p.m., Monday through Friday, with some buildings accessible on Saturdays from 8 a.m. to noon. During these hours, campus facilities are available for authorized use by students, faculty, staff, and visitors with legitimate purposes.

Friends University Security patrols all buildings regularly to ensure a safe and secure environment for everyone on campus.

Fire Alarms & Safety

Fire Evacuation Locations

Friends University is equipped with audible and, in some buildings, visual alarm systems to ensure prompt response during a fire emergency. When an alarm is triggered, all building occupants are required to evacuate immediately.

Security Response

Campus security officers will respond to any fire alarm, providing assistance with evacuation and traffic control to ensure a safe and orderly exit.

Move toward the practice field.

Business & Technology Building

Move to the Science parking lot to the west. If circumstances allow, people can go to Fine Arts (but no closer).

Move south to Casado.

Main campus area north of University Street.

Davis Administration Building

Move toward Fine Arts or Casado. Do not gather on Rose Window Plaza, as it will be needed for firetruck access.

Falcon Flats

Move east to Green Hall.

Falcon Glenn Apartments

Move to Casado.

Fine Arts Building

Move south to Davis Hall or north to BTB (but no closer).

Friends Village

Move west to Casado.

Storm Shelters

Severe Weather & Tornado Warnings

In the event of severe weather or a tornado warning, Friends University will issue a notice through the Falcon Alert Emergency Notification System. Additional alerts may also be issued by security officers or other university personnel within campus facilities.

Severe Weather Procedure

  • Go to Designated Shelter Locations: Upon receiving an alert, everyone on campus should proceed immediately to the nearest designated shelter location and remain there until the all-clear signal is given through Falcon Alert or by authorized university personnel.

Substance Abuse and Prevention Policy

Friends University upholds strict regulations in compliance with Kansas law to maintain a safe, healthy, and drug-free campus environment. The following guidelines apply to all members of the campus community:

Prohibited Substances and Actions

  • Illicit Drugs: The possession, sale, distribution, manufacture, or transportation of illicit drugs is strictly forbidden on University property.
  • Alcohol: The possession or consumption of alcohol, liquor, or cereal malt beverages is prohibited on campus and at all University-sponsored events.

Commitment to Prevention

The University is committed to preventing the abuse of alcohol and dangerous drugs among students and employees. Anyone found violating substance policies or laws on University premises or at University events will face disciplinary measures in accordance with University policies.

Disciplinary Actions

Disciplinary consequences for violations may include:

  • Expulsion for students or termination of employment for staff,
  • Referral for legal prosecution where applicable,
  • Mandatory completion of a substance abuse program or rehabilitation at the individual’s expense.

The Use of Tobacco and Vaping Policy

In support of a healthy campus environment, Friends University prohibits the use of all tobacco products on any property owned, operated, leased, or controlled by the University. This includes traditional tobacco products as well as electronic smoking devices, such as e-cigarettes, vape pens, and hookahs.

Policy Overview

  • Prohibited Areas: Tobacco use is banned across all campus areas, including buildings, walkways, parking lots, athletic facilities, and personal vehicles located on University property.
  • Applicability: This policy applies to all students, employees, affiliates, contractors, vendors, volunteers, and visitors at all times, 24/7.
  • Event Responsibility: Organizers of public events on campus are responsible for informing attendees of this policy and ensuring compliance.

Enforcement

Friends University encourages all campus members to uphold this policy by respectfully reminding others when necessary. Repeat violations may be addressed through established conduct procedures for students and employees.

Possession of Weapons on Campus

For the safety of our campus community, lethal weapons of any kind—including firearms—are strictly prohibited on Friends University property. This includes all University premises, such as classrooms, offices, and student housing. If a weapon is discovered, the owner will be required to remove it from campus immediately.

Violations of this policy may result in severe disciplinary action, including expulsion, termination, or the issuance of a trespass order barring the individual from returning to campus. Unauthorized possession or use of firearms or conducted energy devices, such as Tasers, may also result in prosecution for trespassing and other appropriate actions determined by Friends University​..

Sexual Assault

Strict penalties are mandated by the state of Kansas for conviction of forcible rape. Penalties for other sex offenses may result in incarceration. Sanctions by the University for those responsible for sex offenses (forcible or non-forcible) will be designed to suit each individual case and range up to permanent expulsion from the University.

If a sexual offense occurs on campus, the victim is strongly encouraged to immediately report the information to the Wichita Police Department and Friends Security and to seek medical attention. The Wichita Area Sexual Assault Center and the Women’s Resource Center are two agencies that can be contacted for counseling support.


Crime Prevention Tips

If a crime problem has been identified, campus security will publish relevant information in the incident log section of this website. A comprehensive record of all reported crimes and fire-related incidents will also be available:

  • Hours: Available for review Monday through Friday, 8 a.m. – 5 p.m. (excluding holidays)

Campus Security will monitor and analyze these incidents to identify trends or areas of concern, offering recommendations and preventive strategies to reduce future risks. Additional prevention programs will be scheduled and communicated to the campus community through regular updates.

  • Stay Vigilant: Before leaving your car, especially at night, take a moment to scan your surroundings.
  • Be Cautious When Approaching: Look around and under your car as you approach, and check the back seat before getting in.

Every situation is unique, and only you can determine the most appropriate response. Consider the following:

  • Assess Your Ability to Defend Yourself: Be realistic about your options. If resistance or yelling feels safe, it may help, but it could also increase the risk of harm.
  • Consider Passive Resistance: If you believe your life is in danger, staying calm and compliant may be the safest option.

If you are victimized, contact 911 and Campus Security immediately. When possible, provide a detailed description, including:

  • Appearance: Approximate age, height, weight, and distinguishing features (e.g., hair color, clothing).
  • Direction: The suspect’s direction of travel after the incident.
  • Weapons: Any visible weapons or other items used during the encounter.
